Gibraltar

GibraltarGibraltar is a British territory located on the southern tip of the Iberian Peninsula overlooking the Strait of Gibraltar. It shares no common border with mainland England. In the context of online gambling, Gibraltar is the home of many large and small operators' headquarters. The Gibraltar Regulatory Authority (GRA) is the statutory body responsible for overseeing the regulation of the telecommunications sector in Gibraltar.

The GRA was established in 2000 under the Gibraltar Regulatory Authority Ordinance. Its responsibility is to regulate the TC sector in Gibraltar and ensure a smooth transition to the liberalization of the market in compliance with EU law and the local laws of Gibraltar.

The GRA's role is to regulate and facilitate the development of the telecommunications sector in Gibraltar. Its responsibilities include economic regulation, technical regulation, enforcement of fair competition rules, setting of technical standards, co-ordinating the development of the telecommunications infrastructure, investigating consumers and industry complaints, managing the radio spectrum, providing advice to the Minister on telecommunications matters and on the issuing of different types of licences.

The GRA's gambling division primarily licenses tried and tested operators and requires software testing as part of the process. There are no start-up licensing fees, except for an annual fee of £2,000. The tax rate of fixed-odds and betting exchange operations is 1% of turnover up to GBP 42,500,000 of annual turnover with the gaming tax capped at GPB 425,000 per year. For Internet casinos, the gaming tax is at 1% of the gross product with the same maximum cap as fixed-odds betting.
