However as noted by one unidentified operator, the previous ban was incoherent. Last summer Citibank started to implement the ban and then soon after upturned its stance on the matter, to once again allow for gaming transactions to proceed. Stephen Fein a savvy and knowledgeable professional in the credit card Industry believes that the setback is perhaps due to the cards ID numbers (BIN).

The cards numbers detect the cards issuing bank and the kind of card it is such as Platinum or Gold. At the time when Citibank agreed upon stopping online gaming payments, Mr. Fein noted that not all of the BINs were incorporated at the same time. He explained by saying, "What I think might have happened is inadvertently some of the portfolios just werent blocked."

On the other hand, another online gaming venue said that they did not feel any stumble pertaining to Citibank's new prohibition policy on Internet gambling transactions. The gaming operator was questioned regarding the volume of clients who made payments with credit cards, explaining that it differs from one gaming venue to another and that at this point in time many online gaming businesses are slowly veering away from credit card usage and are seeking other alternative payment methods.
