Finland may launch its online gambling market earlier than expected, as final revisions to the gambling law are underway.
Finland’s long-awaited online gambling regulation is in its final stages, and key decisions are expected this week that could lead to an earlier market launch. Initially slated for January 2027, discussions among a cross-party political steering committee may push the date forward, marking a significant shift in the country's gambling landscape.
The legislation, which aims to regulate online gambling in Finland, has been under development since July. Although it has been controversial for being overly restrictive, a recent public consultation allowed industry stakeholders to submit feedback, leading to potential modifications.
Final Revisions and Stakeholder Feedback
A draft of Finland’s gambling regulation was made public earlier this year, prompting mixed reactions from the industry. Concerns were raised over the restrictiveness of certain measures, particularly regarding marketing practices. However, following an open consultation in August, many of these issues were addressed, and the law is now in its final drafting phase.
Mika Kuismanen, CEO of Finland's gambling trade body, noted that industry stakeholders have had productive discussions with the government. He expressed optimism about the direction the law is taking, emphasizing that some of the more restrictive measures have been softened.
Horseracing Betting Under Consideration
One of the key points still under discussion is whether to open horseracing betting to commercial operators or maintain the monopoly’s control over this vertical. Finland’s horseracing industry has pushed hard to transition to a license-based system, which would allow more operators to participate.
The political steering committee is expected to make a final decision on this issue this week. Kuismanen suggested that allowing commercial operators into the horseracing betting market could be a game-changer, potentially accelerating the market's launch.
Law Expected by Mid-2025
While the original timeline for the regulation aimed to present the final draft to parliament in early 2025, with the market fully launching in January 2027, progress has been faster than anticipated. Kuismanen mentioned that the law could be approved by parliament before midsummer 2025, potentially allowing operators to enter the market earlier.
This accelerated timeline reflects a more efficient legislative process, which Kuismanen praised for its structured and open approach. The collaboration between industry stakeholders and the government has been constructive, with feedback leading to meaningful changes in the regulatory framework.
A More Flexible Regulatory Framework
Kuismanen had previously criticized the government for its restrictive approach, particularly its affiliate marketing ban. However, after recent discussions, the regulation has taken on a more practical and liberal tone, addressing the concerns of industry players.
The government has been receptive to feedback, holding multiple sessions with stakeholders to ensure the legislation aligns with the industry's needs while maintaining responsible gambling standards. The new rules aim to create a balanced and regulated market supporting operators and consumers.
Looking Ahead - Early Launch for Finland’s Online Gambling Market?
As Finland prepares to finalize its online gambling regulation, the possibility of an early market launch and the inclusion of horseracing betting for commercial operators remains a hot topic. With the legislation expected to pass by mid-2025, the next few months will be critical for shaping the future of Finland's gambling industry.
