A review of gaming regulation and age limits, advertising policies, and the impact of technological change (its Internet version) will be called into action in England, where it has been found in a new research that over 100,000 youth (ages 11 - 15) are gambling addicts. According to official research reports, the gambling age limit in England should be raised from 16 to 18 years of age. Britain is currently the only country in the world permitting children of all ages to play on slot machines (with jackpots of up to £5), and allow 16 year olds to buy lottery tickets, scratch cards, and participate in football pools. A similar research commissioned by "Oflot" England's lottery watchdog in 1998, revealed that a staggering 75 percent of children play the fruit machines, which contributes to 3 percent of the under aged problem gamblers. Also, 1 percent suffers from scratch card addiction. A spokeswoman of the Camelot National lottery operator explained that this is "a problem facing many sectors". The study was conducted by David Cameron's policy commission on social justice and lead by a top gambling expert. Mr. Cameron is expected to support the commission's findings. Psychologist research has time after time proven that the younger a person starts to gamble, the more chance they have of developing problems, and in compliance, the Tories have agreed that "the age limit for all forms of gambling should be raised to 18". A professor at Nottingham Trent University, Mark Griffiths, has concluded in his report that labor's recent Gambling Act will increase the number of addicts, which today exceeds 300,000 adults. The labor party's approach has been criticized as a betrayal of the party's founding principles. Also, under Labor's Gambling Act the number and sizes of casinos will grow from 140 to 157. It is believed that the widespread research into the causes of social breakdown currently being conducted, will give rise to a rebalancing of tax and benefit systems in favor of families and marriage by Tories. According to the revised Act, "prize" includes cash, products, and virtual prizes that hold monetary worth, and "games of chance" as any game which involves elements of both chance and skill, or where superlative skill can eliminate chance. The new law will treat all MMOs that run competitions or offer prizes in the same manner as an online poker site, or any gambling site for that matter. As a result, they will be subject to the laws and penalties as these more traditional forms. The act is designed to regulate the Internet casino industry, which companies will be able to operate within the United Kingdom for the first time. According to Alex Chapman of Law firm Campbell Hooper, "its main purpose is to update the law, which in some cases is over 50 years old and is therefore inadequate for the modern world". However, some MMO operates may have their games deemed illegal as soon as the law comes into force this September. In order to satisfy the requirements of this new law, MMO operators may have to resort to obtaining an official license from the Gambling Commission. As difficult as this may be for them, it will allow them to steer clear of prosecution. As Chapman explained, "this is not a simple task, but it is also not overtly complex. The key is to satisfy the Commission that you have in place an operation that satisfies the requirements and key objectives of the new law". The revision will also ensure fair and open gambling, protection of children and vulnerable persons, as well as the prevention of links between crime and gambling. Chapman has advised all current operators of MMO games (including those interested in entering the market) to seriously consider applying for a license. The firm is already working in association with several MMO clients, and is at present holding talks with the Gambling Commission over the issue. Talks over the establishment of the Mashpee Wampanoag tribe casino are set to resume this week after the tribes rejection of a counteroffer from the town of Middleboro to support the deal. The original deal offered in June 11th included the casino paying the town of Middleboro $7 million a year for 10 years, and an additional $150 million in casino-related infrastructure improvements. In exchange for these payments, the town would support the tribe's building of a$1 billion casino resort in the community. On July 3rd, however, the town made a counteroffer of $250 million in casino related infrastructure improvements, and an undisclosed percentage of revenues that greatly exceed the original annual $7 million. The tribal Council Chairman, Glen Marshall, said that Middleboro officials have become "unnecessarily hostile" in their attempt to claim additional millions in payment. He explained that the proposed counteroffer would "strip the tribe of the very sovereignty it has fought so hard to secure". Nevertheless, Marshall has admitted that the town is still the tribe's number one choice for its venue, as the location will allow for fierce competition between the Mohegan Sun Casinos and Fox woods. As a result, he has called for "common ground for a mutually beneficial agreement". Despite all this, the tribe is legally allowed to operate bingo parlors within 50 miles of Cape Cod the tribal home. This agreement would have also blocked the Narragansett Indian tribe as being out under tribal trust, which would exclude them from taxes. Additionally, this agreement would not have recognized the land as sovereign and would have required them to pay taxes. There are many mixed feelings regarding the Mashpee Wampanoag tribe's offer, however the town is being clearly pushed to negotiate and reach a mutual decision.
A virtually unknown poker player before, Jerry Yang former Laos refugee trying to make it in America has shocked rivals and taken home $8,250,000, coming in first place in the latest WSOP main event the $10,000 world championship No Limit Hold 'Em. Jerry Yang, 39, nicknamed himself the "True Rookie" before having won the 2007 WSOP main event. Growing up in Laos and eventually becoming a father of six children, Yang had minimal opportunities to play poker, yet alone spend money on life's bare necessities. As he explained "I lived in the mountains, very, very poor. I didn't own a ball or marbles. Whenever my parents killed a pig, we would use the bladders and blow it up and use it as a ball to play. That's how poor I was". Yang and his family tried several times to escape communist rule there of the 70's, and were even once caught. They spent 4 years in a refugee camp in Thailand fighting for their lives. Probably Yang's biggest ever gamble was risking their lives and escaping the camp to come to America. It was extremely difficult to rebuild his life, yet he says proudly that "coming into this country was a great opportunity I love this country". Since his arrival with his wife and 6 children, Yang has completed a university degree in psychology and "played whenever I have a little chance here or there" at the poker table. Yang entered the event as the underdog with the 2nd shortest stack at the final table. Yet right from the first hand, it was clear that he was there to put up a good fight and mark his place in the poker crowd. In fact, the game was incredibly fast played, lasting only 16 hours. When winning almost double he began pressuring Yang increasingly until the 36th hand, when Yang raised to $1.5 million and Lam re-raised all in immediately. Tension in the room was at a peak; the crowd was torn between "USA! USA!" and Canadian supporters cheering for Lam, who appeared to be on his way to yet another double up. For the title of championship, the dealer flipped a 6 and Yang had earned himself a high 9 straight to take home the title, bracelet, and over $8 million. "I watched miracles happen in this tournament," Yang explained. Yang was flocked to by family and supporters cheering "USA!" and "Jerry!" and had to restrain his wife's elaborate sobs for joy. His genuine loud prayers and thanks to god had won over the hearts of a considerable section of the spectators. Yang joined in the crowd's cheering and laughter, and when Chad asked him whether or not he would be returning to work, he grinned and stated "I plan to at least give my 2 weeks notice". Yang managed to turn a $225 satellite entry into $8,250,000 in cash, which has earned him a place in the books of WSOP history. He has promised to donate 10 percent of his $8 million plus in winnings to charity before even beginning game play, and spend the rest on his deserving family. Regarded as one of the most humble winners of a poker event ever, Yang has not only won over the hearts of many, but inspired them to follow their dreams with his rags to riches story.
