Online Gambling Ban Hearing: December 3

The Unlawful Internet Gambling Enforcement Act (UIGEA) regulations will take effect in the US on December 1. Chairman of the House Committee on Financial Services, Rep. Barney Frank (D-MA) has scheduled a hearing on December 3. Testimony on repealing the ban will be the subject of the hearing. The opinionated and quite colorful Frank will lead the questioning. The Congressman has introduced two challenging bills earlier this year - the Internet Gambling Regulation, Consumer Protection and Enforcement Act (IGRCPEA) and the Reasonable Prudence Regulation Act (RPRA). His stated goal is to set up a regulated online gambling market (the IGRCPEA bill) and delay the UIGEA regulations by one whole year (the RPRA bill). Though the hearing will not result in a policy altering decision, and not even a vote, it is much anticipated by the online gambling community, one year into the Obama administration.

Newly-crowned ATP World Tour champion Nicolay Davydenko has revealed he almost quit tennis over recent allegations of involvement in match-fixing. The Russian, who upset Argentine Juan Martin Del Potro in straight sets in the final of the London tournament on Sunday, revealed that the allegations a couple of years ago forced him to "lose the will" to play tennis, the Gulf News website reported. "Every tournament I played it was very tough to play. I would have liked to stopped tennis for a couple of months," he was quoted as saying. Davydenko and unknown Argentine Martin Vassalo Arguello were cleared in September 2008 of any involvement in match-fixing, more than one year after the match which placed the spotlight on the two players. Several large bets were placed at British online sports book Betfair for Arguello to beat Davydenko in an August 2007 match in the Polish seaside city of Sopot. Arguello beat the highly-favored Russian by default after Davydenko retired from a foot injury while leading in the third set. It was later revealed that nine Russian-based people had waged $1.5 million on Davydenko losing, while a total of $7 million was placed on the match, 10 times higher than the average. Although Davydenko was eventually cleared of any wrongdoing, the saga prompted widespread debate in the tennis world at the time and even prompted the All England Club to introduce new restrictions on access to players' changing rooms at Wimbledon.

Dust Settles on Poland's Recent Gambling Ban

The Polish gambling industry are taking stock following on from the government's recent ban.  A draft law has now been approved by the Polish government that limits all gambling outside of land based casinos. This covers online betting as well as ‘small win' machines and will therefore see the removal of around 500,000 slots from bars, cafes, gas stations and shopping malls across the EU State. The new arrangements will be phased in gradually, alongside other restrictions, such as a ban on gambling advertizing and video lotteries. On top of these changes, a strict ‘over eighteens' policy will also be enforced in a crackdown on youth gambling. The industry is also bracing itself for a hike in tax on slot machines and land based casinos, which is due imminently. Recent Scandal The legislation comes hot on the wheels of a political scandal involving prominent members of government, who were accused of supporting pro gambling legislation in exchange for political favors. Prime Minister Donald Task forced several ministers to resign in an effort to placate government criticism. Grzegorz Makowski, an analyst at Warsaw's Institute of Public Affairs, feels Tusk's sudden shift from the recent gambling scandal to bringing in legislation tackling slot machines and under-age gaming, could well be seen as deflecting attention away from governmental flaws. "Tusk hasn't engaged himself in the scandal. He got rid of those closest to the scandal, but there wasn't a thorough cleaning up of his entire party," Makowski said. "He covered the problem of corruption with the problem of gambling." Good Intentions Cited Gambling has become a growing industry in Poland, with an increasing amount being wagered year on year. Task has stated that the restrictions on gambling have been designed to address growing social issues. "It is not increasing revenues from gambling that is the key issue here, but counteracting its negative effects, such as addictions, especially among youngsters, and the mixing of the legal and criminal spheres in this industry," explained the Prime Minister. Criticism of Tusk's policy range from a disbelief that online gambling can actually be addressed in any meaningful way, to skepticism over this legislation being an anti-corruption measure.  In a country plagued by corruption scandals, many feel the government needs to get its own house in order before looking further afield.
