The National Council of Gaming States is proposing standards to address issues that arise in regulating newly legalized online gaming from state to state.
Ever so slowly but surely, online gambling is being legalized in America.
First States Offer Online Gambling
2013 was the year that the first three states in the US legalized online gambling: Nevada, New Jersey and Delaware. The trend toward state acceptance requires widespread regulatory standards. To this end, the National Council of Gaming States was formed to develop a comprehensive list of priorities to address the most pressing challenges.
Proposed Solutions to Online Gambling Issues
To protect state rights to revenues, the Council recommends that states keep gambling activity centrally located and track the location of online gaming use through Geolocation technology.
Of social concern is underage gambling, as state's cannot control who sits at a computer screen and logs into a gambling site. Technology to prevent teenagers from using a parental account or creating their own account is being developed rapidly, a central issue determining the speed at which more states adopt online gambling.
Another prominent concern is the efficiency of the credit card payment system. Unexpected issues in resource management arose when the Council discovered that the New Jersey Division of Gaming Enforcement has over 50% of credit card and debit card payments in New Jersey decline in the first six months of legal gaming activity. The solution raised by the Council is intrastate payment options to more fluid banks or baking systems in other areas, but that also brings up a question of monitoring interstate commerce, a huge task in and of itself.
Widespread State Acceptance
The chairman of the legislative wing of the council is James Waldman, a State Representative of Florida who sees the solution as effective policy standards "protecting security and uniformity in all states." What these are can only partially be projected. Other issues will arise in practice, as evinced by the New Jersey credit card example. Suffice to say, uniform standards of acceptance is a work in progress that remains necessary due to the appeal of gambling to states as a new way to add revenue.
