Overview

The administration of different land-based and online gambling laws, including those governing lotteries, sports betting, online casinos, gaming machines, poker tournaments, and land-based casinos, is the responsibility of the Danish Gambling Authority.

The Danish Ministry of Taxation established the Danish Gambling Authority in 2000 to offer Danish residents a well-regulated gambling market. For the first ten years of the agency’s existence, its main responsibility was to manage the gaming machines installed in casinos and other gambling venues. Back in the day, the Danish Gambling Authority was also tasked with monitoring Danske Spil and running seven casinos. Danke Spil monopolized all lotteries and betting venues in the country.

The Danish Gambling Authority also used to issue licenses to venues that run charity bingo and lotteries. Since 2012, the agency’s responsibilities are somewhat different. Since introducing the Act on Gambling in 2012, all operators with a valid license can offer gambling services and products to Danish residents, with one exception, lotteries. Danske Spil still operates lotteries. Since 2013, the Danish Gambling Authority has operated independently from the Danish Ministry of Taxation and has its own director.

The Danish Gambling Authority operates from different offices nationwide, mainly in Odense and Copenhagen. This is intended to be helpful for both individuals who gamble and those who operate gambling establishments, and the Danish Gambling Authority is responsible for providing a fair and well-regulated gambling industry. Hence, it regularly administers gaming sector inspections to ensure all licensed operators comply with local gambling laws and regulations. The agency also does frequent market evaluations to address and correspond to all the latest market changes and needs. 

Applying for a license is a relatively straightforward process. Licenses issued to online casinos are valid for five years, costing DKK 304,500. Operators need to pay the application fee to start the licensing process. Operators wanting to obtain a license to operate online casinos and sports betting pay DKK 426,300. Renewing licensing costs DKK 121,800 and DKK 152,300 for online casinos and sports betting.

All iGaming operators licensed by the Danish Gambling Authority must offer responsible gambling tools to protect their customers' well-being. The authority launched StopSpillet national helpline for excessive gambling and the ROFUS self-exclusion program to support responsible gambling practices.
