According to the main gambling legislation in Estonia, licensed gambling operators can offer games of chance, sports betting services, lotteries, games of skill, and commercial lotteries. Licensed gambling operators pay taxes on their gross revenues.
According to the most recent information, the tax rate on commercial lotteries and lottery games will grow from 18% to 24%. In addition, the tax rate on gaming tables will also increase by 10% meaning that 10% of operators’ gross revenues collected on table games will go towards paying taxes.
The Estonian Organization of Remote Gambling does not issue gaming licenses and permits to operators which do not comply with the main gambling legislation.
The regulatory body also does not issue licenses to operators that run sports competitions, offer lottery games with prize pools up to €1,000, and to operators of commercial lotteries with prize pools up to €10,000. In addition, operators that offer these types of games and lotteries are not obliged to pay taxes on their gross revenues.
In order to be granted remote gaming licenses to operate in Estonia, gambling operators need to apply for licensing at the official website of the Estonia Regulatory Body. They also need to obtain an operating permit and these permits are issued by the Estonian Tax and Customs Board.
