The Gibraltar Regulatory Authority (GRA) is the statutory body responsible for overseeing the regulation of the telecommunications sector.

The GRA was established in 2000 under the Gibraltar Regulatory Authority Ordinance. It is responsible for regulating the telecommunications sector in Gibraltar, including online gambling. This was set and ordered by the 2005 Gambling Act.

The GRA's gambling division primarily licenses tried and tested operators and requires software testing as part of the process. Remote gambling licenses are issued only after companies have proven their gaming industry track record, namely one that is reputable and includes a business plan that is viable and realistic.

In obtaining the license, or at any later time, the licensee must produce information such as CV of key company personnel, including directors and executive managers involved in the management and Gibraltar based operation.

Such licenses are not too easy to obtain. The GRA has issued only 19 such gaming licenses so far. Companies who hold such licenses include: Ladbrokes, bwin, Victor Chandler, St Minver (operator of Metro Casino), and 888.com.

There are no start-up licensing fees, except for an annual fee of £2,000.

The tax rate of fixed-odds and betting exchange operations is 1% of turnover up to GBP 42,500,000 of annual turnover with the gaming tax capped at GPB 425,000 per year. For Internet casinos, the gaming tax is at 1% of the gross product with the same maximum cap as fixed-odds betting.

For tax reasons but also to prevent money laundering and assure proper auditing, all licensed companies' bank accounts must be controlled by the companies. Audited accounts are submitted to Gibraltar by the licensee every year.

Licensees are controlled and managed from Gibraltar at all times during the license period.

Visiting the GRA website reveals clear for all to see and verify the list of online gaming companies and the licenses they hold. Each company is listed along with a Gibraltar address, contact information, and the type of license it holds (casino, fixed odds or financial spread-betting).

Needless to mention that the 2005 Gambling Act passed in the UK, which regulated the gambling market in the British Isles, and by extension affected the entire European market and global online gambling market too, has brought new business to Gibraltar, along with new high esteem. Licenses issued by Gibraltar are highly coveted and held by exemplary companies operating wholly legit businesses and trusted by millions and millions of online gamblers worldwide.
