Overview

Before we discuss the main responsibilities of the Lithuania Gaming Control Authority, let’s briefly discuss the legality of different gambling activities in the country. Gambling has been legal in the country for over three decades or since 1992 to be more precise. However, for many years, only lottery operators were able to obtain the necessary licenses to operate. Since 2001, other forms of gambling have been legalized thanks to the Gaming Law of the Republic of Lithuania.

When it comes to online gambling activities, locally-based gambling operators can offer their gambling services and products online provided that they have obtained necessary licenses from the Lithuania Gaming Control Authority. The newest online gambling legislation came into force relatively recently in July of 2022. The main licensing and regulatory body for the land-based and online gambling markets is the Lithuania Gaming Control Authority.

The main responsibilities of the Lithuania Gaming Control Authority include issuing licenses to gambling operators that meet all of the licensing requirements, preventing illicit gambling activities and corruption, promoting responsible gambling tools and practices, protecting players’ rights, offering administrative information to the public, and monitoring the services and products of all licensed gambling operators.

Besides being tasked with issuing licenses to online gambling operators that wish to run lottery and online casino activities, the Lithuania Gaming Control Authority also has the power to cancel previously issued licenses. The Lithuania Regulatory Body is also tasked with issuing permits to bingo halls and facilities that have slot machines and other gaming devices. 

The Lithuania Gaming Control Authority is also the main agency responsible for preparing drafts of different legal acts that concern the organization of different forms of gambling, controlling how gambling operators comply with the local gambling legislature, and managing the national register of all gaming venues operating in the country. 

At the time of writing this, only three gambling operators have been issued remote gaming licenses by the Lithuania Gaming Control Authority, and all three are based in Vilnius. The number of sports betting venues licensed by the Lithuania Gaming Control Authority is greater with over twenty different companies licensed to offer sports betting activities and organized bets.
