This is an acronym that stands for Oficiul National pentru Jocuri de Noroc (National Office for Gambling).

This measure is supposed to have a two-pronged effect; on one hand prevent these companies from operating in Romania without a license and on the other, to mitigate the risks of players using the services of prohibited companies by mistake.

Those who find ways of circumventing these technical barriers and break the law by gambling with unlicensed companies risk penalties. These range from 5000 to 10000 RON, which is the equivalent of 1100 - 2200 EUR.
