Overview

At the forefront of Uganda's gaming realm stands the National Lotteries and Gaming Regulatory Board Uganda (NLGRB), a key player in overseeing and regulating gaming activities. Established under the Lotteries and Gaming Act No. 7 of 2016, this board assumed its responsibilities on April 8th, 2016.

The foundation of the NLGRB's role is the Lotteries and Gaming Act, which is reinforced by a set of 5 Regulations introduced on May 27th, 2016. Under the mandate of this legal framework, the board is tasked with licensing and regulating the operations of lotteries, casinos, and betting houses within the gaming industry.

Gaming activities have been woven into Uganda's fabric for over half a century, with lotteries emerging as the primary form of gaming in the 1960s, coinciding with the drafting of the first gaming laws. The landscape was previously overseen by the National Lotteries Board (NLB) and guided by the National Lotteries Act of 1967, the Gaming and Pool Betting (Control and Taxation) Act of 1968, along with statutory guidelines introduced in 2012/13. However, with the evolution of the gaming industry, new games and technological advancements rendered aspects of the existing laws obsolete.

The introduction of the Lotteries and Gaming Regulatory Act of 2016 marked a transformative phase. Gaming, as defined by Section 2 of the Act, refers to playing games of chance for winnings in money or money's worth. This broad definition set the stage for the NLGRB to embrace a more comprehensive approach to overseeing the sector.
