Last summer Nevada was given the go- ahead to implement the new Internet gambling laws. However, government officials say that illegal wagering is still going on. To keep track of illegalities happening the Attorney General will provide the State Gaming Commission an analysis of the new gaming laws next month. Until matters are taken care of, the state and the Federal Justice Department will meet to discuss the correlation between online gambling to the 1961 Wire Act that states that gambling over telephone lines is illegal. The Gaming Commission will need to guarantee that minors do not enter gambling sites and that games are played in a safe and reliable environment. " The Bush Administration has not as yet taken a position on the Wire Act", sources say. Online gambling market revenues expect to rise to $6 billion by next year.

This illegal transfer of funds through financial institutions has alerted government agencies to be more watchful of illegal transfer of funds in other criminal areas, particularly in the financing of terrorist organizations. Because of this bill, U.S. banks will have more difficulty in dealing with some overseas banks that are not bonafide, that is, they do not have an actual office site and are not associated with known banking institutions. Further, the U.S. banks must follow specific guidelines such as the closer monitoring of their transactions, particularly with so-called "private banking customers" who are very wealthy and with customers involved with other larger banking institutions such as Citigroup and JP Morgan-Chase. U.S. banks were pushing for wording in this bill that would allow the Secretary of the Treasury to free them from scrutiny in their dealing with overseas banks in countries that have softer laundering laws. Paul S. Sarbanes, the Chairman of the Senate Banking Committee, who has made considerable efforts in adopting laundering provisions, warns of the possibility of "a lot of mischief " in this legislation.

The Miami Tribe of Oklahoma will meet with the mayor of Gary, Indiana, Scott King to discuss the possibility of the tribe claiming land from Indiana, in hopes of building a land-based casino. The Miami Express sent a letter to the mayor implying a lawsuit maybe filed in attempts to claim a 3.8-million acre site in Indiana. However, it seems The Miami Tribe is willing to cut a deal for less, in hopes of becoming partners with the city for mutual benefit. Mayor King said, "To me it's clear they're going to pursue the land claim." We should at least explore the opportunity here for mutual benefit. Because of a U.S. steel industry downfall, such a proposal may be beneficial in reshaping Gary's economy. Apparently, The Miami Tribe has no established sovereign land to begin with, and no sovereign land in Indiana as well, to build casinos. If a deal to purchase land in Gary passes, The Department of the Interior or Congress would have to agree on issuing sovereign rights over the site for the Miami Tribe.
