In an announcement this week, poker entertainment giant, World Poker Tour Enterprises said that a three-year contract had been signed with CryptoLogic to combine the latest software and WPT features to create a unique poker gaming experience, available only to the WorldPokerTour.com gambling public. CryptoLogic, a world leader in internet software game development and promotion stopped accepting bets from United States customers when the Unlawful Gambling Enforcement Act was signed last year. The company will provide all the services surrounding the online World Poker Tour site, including customer support, e-cash payment options and call services to the site. A Change in USA Discourse?

Out with UIGEA and in with IGREA. Or not so fast. The notorious Unlawful Internet Gambling Enforcement Act of last year is now being replaced by the new initials on the block, which stand for Internet Gambling Regulation and Enforcement Act of 2007. The legislation introduced late last week by Rep. Barney Frank (D.-Massachusetts) tries to return online gambling to the United States. Will it? Well see. So far, it must be said off the bat, nothing has changed. The act has yet to pass, and if it remains as it currently looks, it might not be the most positive thing to have happened to online gambling after all, although clearly better that its predecessor, the online casino ban. Criticism at this point in time states that the standards for return online casinos are quite stringent, with licensing, taxation and background checks aplenty. It is also expected to make it more difficult for smaller, start-up companies, as opposed to larger gaming institutions, possibly favoring the land based companies. A key element in legalizing online gambling in the US will be the ability to keep under-age gamblers away from the sites. The operators will be those that will carry this burden, naturally. In addition, the operators will have to set up ant-fraud mechanisms and disassociate themselves from money laundering activities that take place under their watch. Clearly these are heavy burdens, complicated tasks and costly operations. It begs the question who is it that can enter the field this time around? Who will benefit from it all and what will online betting even look like when this all takes place? Alright, maybe a complete repeal of the UIGEA of 2006 was too much to expect, but time will show whether the new online gaming world if and when it returns will even look remotely like the one we love and are fighting back for.

The giant internet search engine, Yahoo! has announced that it is to become the first Internet Service Provider (ISP) to offer poker players the option to play for real money. Yahoo! is teaming up with the Gibraltar-based St. Minver Ltd. to launch a real-money online poker room. St. Minver offers online gambling solutions to European gaming networks, and the new site will focus on the booming European market. In line with the new United States internet gambling laws, U.S. gamblers will not be permitted to use the new poker room for real-money play for the time being. US to Modify Old Law, Keep WTO Out

The World Trade Organization has recently ruled that the United Sates has unlawfully discriminated against online gambling operations based offshore. Fontainebleau CEO Glenn Schaeffer explained that the emphasis will be on modernity contemporary art, striking design, world-caliber architecture, new technology and hip music". However, the most awaited feature of this casino will be the opportunity to buy condos within the complex, and rent them under the owners management whilst unoccupied. Construction for the Fountainebleau Las Vegas has been underway since February this year, and is scheduled to open in late 2009.

US Response to WTO Cynical

Sure, the small island of Antigua, beautiful as it may be and the host of large online casino companies cannot confront the American economy with threats of trade restrictions. Any such restrictions would end up hurting the islands economy more than the American one, which also happens to be the largest one in the world. But the recent WTO ruling that calls out the US ban on online gambling to be unfair may change things. That is at least what industry insiders thought until last week, or hoped for at the very least. The US trade representatives response pretty much put an end to that. His unsurprising comment has, unsurprisingly shut down any prospects of change. At least for the moment. In response to the WTO ruling, the deputy US trade representatives John Veroneau did not argue but rather initiated a cynical move changing the law. By referring to gambling as recreational services, changing a 1993 federal law, would keep out the WTO from intervening in the internal recreational matters. A cynical response, if witty. Furthermore, Mr. Veroneau added: US federal and state laws have banned interstate gambling for decades, therefore it would be nonsensical for the US to make a commitment to open up interstate gambling for foreign providers when it was unlawful for US providers. Once again, deflecting international criticism, all out ignoring a world outside US borders, is their modus operandi. The matter is internally American, sure, but clearly tied to global trade and competition, and a change of focus will not change that the least.
