The recession and severe economic downturn has resulted in the further delaying of the bill. The "Healthcare First" agenda has put aside other promises made by President Obama, including advancing gay rights during his term, which seems to be put on hold until the President's third year in office. Change is imminent Gambling industry insiders believe that Frank's proposal will soon gain traction in Congress as the news of the economy on the cusp of a recovery take root. The hope is that internet gaming will become a regulated industry. This will assist further rapid growth of the economy and in turn create multiple employment opportunities. Federer Odds Favorite to Win US Open

After an up and down 12 months that saw him temporarily lose the title of the world's best player, Roger Federer is now back where he is most comfortable - as the favorite to win the 2009 US Open, which begins Monday in New York. Federer, who broke the all-time record for most men's grand slam titles after winning the French Open and Wimbledon in the last couple of months, is an 11/10 favorite at both Ladbrokes and William Hill to lift the trophy at Flushing Meadows. Brit Andy Murray is 11/4 second favorite at both bookmakers, while Spain's Rafael Nadal - who has been battling injuries of late - is 5/1 at Ladbrokes and 6/1 at William Hill. The only other players considered in reasonable contention are Argentina's Jan Martin del Potro, (9/1 at both Ladbrokes and William Hill), Serbia's Novak Djokovic (10/1 at Ladbrokes, 9/1 at William Hill) and American Andy Roddick (12/1 at both bookmakers).   The field is less open on the women's side of the draw, with the Williams sisters predictably dominating the betting odds. In fact, one needn't even bother trying to choose between them, as Paddy Power is offering odds on the Williams sisters vs. the field. The Irish bookmaker is paying 11/10 for either Venus or Serena to win, and 4/6 for somebody else to win the title. Serena is the more highly favored of the two, given odds of 2/1 at Ladbrokes and a slightly shorter 15/8 at William Hill. Venus is 11/2 at Ladbrokes and against shorter at William Hill, with odds of 4/1. Elene Dementieva, Dinara Safina, Maria Sharapova and the comeback girl Kim Clijsters are the next in the running, depending on the bookmaker.

But it's the integrity of tennis that the officials are trying to protect and on that score they're not willing to budge an inch. The passing of insider or sensitive information for the purposes of sports betting - directly or indirectly will be construed as active engagement in contravening the USTA's rules. Costa Rica Could Tax Online Gambling

The Central American country of Costa Rica could be about to impose taxes on online gambling, if the country's finance ministry has its way. Local newspaper AM Costa Rica reported Friday that the finance ministry is about to present the bill to the country's legislature. Ministry officials were quoted as saying they hope to raise up to $100 million a year in taxes from the measure. However, that figure might be a little optimistic given all the talk about online casino operators leaving the country for more friendly shores. "They (the Costa Rican government) need to understand our business and the consequences before passing such a law," said Mickey Richardson, CEO of BetCRIS.com, which is based in the country.
