U.S. Online Casino Policy harms Caribbean Economy

Online casinos have proven to be one of the most lucrative businesses on the Internet and American consumers make up a large portion of the users. There are an estimated 1,900 online casinos that operate outside the US and are bringing in annual global revenues of more than $5 billion this year, with close to 70 percent of that revenue coming from U.S. customers. Because the online gambling industry operates outside the US, American law enforcement has turned to Congress for help.  U.S. trade authorities argue that online gambling services operate outside the span of U.S. trade commitments.  They also charge that they are often used for money laundering that supports terrorism. The WTO said it will assign a three-member panel to establish if U.S. efforts to crack down on offshore Internet gambling operations breach international trade agreements. Challenges were filed by Antigua and other Caribbean nations whose economies are pegged to the online casino industry. These countries charge that U.S. laws banning the transfer of funds to offshore gambling operations make it difficult for non-U.S. firms to obtain gaming licenses and therefore violate trade agreements ensuring market access to "cross-border services". Internet gambling became a main part of Antigua and Barbuda's economy during the 1990s, when up to 100 different online gaming companies employing more than 5,000 people began operating. Today, there are less than 40 Internet gambling companies situated on the islands employing half as many local residents. Island officials claim the industry's decline is due in part to the U.S. crackdown. Antiguan chief foreign affairs representative Ronald M. Sanders says that the U.S. policy is draining a significant source of the government's revenue.  "We have a responsibility to our people to maintain their jobs and to defend our small and vulnerable economy," he said. According to the WTO, both sides will have 30 days to agree upon the appointees to the three-member board. The board's decision could come within six months of their appointment. Any ruling by the board would be binding, and could force the U.S. to change its trade policies with respect to online gambling. The decision can be appealed.

New Telescopic Images Shed Light on Mysterious

The Hubble Telescope recently took pictures of a galaxy called M64 also known as the Dark Eye galaxy.  It earned its name because of the strange contrast of dark matter within the center of the galaxy and the lighter, blue and red matter on the outer perimeter of the galaxy.  What's more, it's thought that M64 is actually a combination of 2 different galaxies that may have merged at some point in the past.  The theory is that a smaller galaxy was pulled into a larger one thus causing several strange phenomena such as the continuous crashing together of matter and strange internal movements. It looks as if the outer rim of the galaxy is moving in the opposite direction of the inner mass of galaxy.  There is a noticeable dark band of dust that stands out vividly in front of the galaxy's bright nucleus.  Some of the new picture from the telescope show an area where hot blue stars have just formed, along with pink clouds of hydrogen gas that glow when exposed to ultraviolet light from the newly formed stars. Schwarzenegger Gives California Casinos a Boost

Gov. Arnold Schwarzenegger signed new Indian gambling compacts with representatives from five of California's largest Native American tribes in a deal that's estimated to bring in at least $1 billion for the current state budget and annual payments in the future of between $150 million and $200 million a year. In California, Governor Arnold Schwarzenegger has formed a new accord with Native American tribes within the state regarding expansion of their legalized gambling casinos. The agreements have been signed with the five main tribes, and now allow unlimited increases in the number of slot machines available in their land-based casinos. Prior to this agreement there was a maximum limit for each tribe of 2000 machines per casino. This set maximum is being abolished and a negotiation was forged in exchange for financial compensation paid to the government by each of the 5 tribes. One of Governor Schwarzenegger's election promises was to arrange greater payments of casino profits by tribes, as part of an effort to address the state's large and growing budget deficits problem. According to this new agreement, the demand is that the tribes contribute US$1billion this year to the government, and then US$250 million every year after that until 2030. Although this new agreement has been reached with five of the state's tribes, Schwarzenegger's ultimate goal is to achieve similar deals with around twelve tribes in total. Currently however, this does not look clear-cut, as there are tribes who are resistant to such amendments to current procedures. Two tribes are presently sponsoring ballot measures as a way for trying to negotiate their own terms. One tribe, the Aqua Caliente Band of Cahuilla Indians is proposing an expansion in Indian gaming in return for contributions to the state of 8.8percent of tribal net income. Another proposal is that tribes will pay 25 percent tax, on the condition that card rooms and racetracks would also be allowed to operate slot machines. Governor Schwarzenegger is not thrilled with either of these two options, so there is more negotiating to be done, before his goal of co-operation with twelve tribes can be achieved.

But Ace can't control the odds when it comes to Ginger McKenna (played by Sharon Stone), the chip-hustling vamp who charms him and becomes his wife. His infatuation with this glamorous denizen of the gambling room floor turns to obsession as she rises with him to the upper crust of society then turns to the bottle and pill box for consolation in her gilded cage. Though she has broken through an icy protective layer and found her way into Ace's heart, as the story progresses, his love for Ginger becomes tainted by neurotic impulses and insidious possessiveness. This behavior portends Ace's impending downfall as he falls victim to the sin of pride. For anyone who loves good, dramatic acting, an excellent soundtrack with much of the music supplied by the Rolling Stones, action and some history about the biggest gambling town in America, this one is a movie you must catch.

US Goes After Online Casino

In early April, U.S. marshals seized $3.2 million from Discovery Communications, the television and media company, in an aggressive effort to crack down on a new target, Internet gambling. The money initially belonged to Tropical Paradise, a Costa Rica-based Internet gambling operation, which in October paid Discovery for television spots to advertise an online poker room, ParadisePoker.com. According to court documents, the government seized the money and told Discovery, which is based in Silver Spring, Md., that it could be party to an illegal activity by broadcasting such advertisements. Federal prosecutors contend that online gambling sites are illegal, but the offshore casinos fall outside their jurisdiction. So for nearly a year, the government has been trying to curb the sites' activities by investigating and pressuring American companies that provide services to offshore gambling sites on the theory that they are "aiding and abetting" the operations. Until now, the effort has largely involved seeking information from American companies, including major broadcasters, Web portals and industry consultants. The seizure of money significantly escalates the government's attack. The move has raised strong criticism from First Amendment experts, media industry executives and people involved with offshore casinos. "This is not drug money or terrorist money," said Rodney A. Smolla, dean of the University of Richmond School of Law. "The fact it is being treated as such shows a crusader's zeal against offshore gambling." The possible message being sent, legal experts said, is that any American company that does business with an offshore casino -- including software makers and consultants -- could be in danger of having proceeds from that business seized. "This is a strategy of intimidating anybody who is in the chain of commerce," said Lawrence Walters, a lawyer who works with offshore Internet casinos, as well as software companies that do business with the casinos.
