The government in the Central American nation of Costa Rica appears set to regulate the online gambling industry, following the release of draft plans by the Finance Ministry. Around 380 gambling companies are currently based in Costa Rica, most of them serving US consumers, mainly because they pay no taxes and only need a date-processing license to be allowed to operate in the country. The proposal, which comes just three months after the election of President Laura Chincilla, aims to end the current situation by establishing a gambling control board for online gaming that would be funded by a new levy of 0.5 percent of gross income. A tax of five percent would also be implemented under the scheme, in order to fight increasing crime and fund the country's education system. The new board would be subordinate to a council chaired by the country's Minister of the Interior and Police and it would issue licenses valid for a maximum of six years and attainable for a fee of $50,000 per year. However, this is far from the first time that Costa Rican authorities have tried to implement measures to regulate the online casino industry. Just last year the Finance Ministry attempted to introduce a two percent tax on gambling, after estimating it would raise $85 million.

Online gambling sites have led the way in July, ranking high against other websites for highest gains in US web traffic for the month. The data, from comScore Media Metrix service, found that online gambling sites recorded a total of 13.4 million unique visitors in July, up 11 percent from the total for June. That gain could be partly attributed to interest in the World Series of Poker tournament, which "brought out the competitive side of Americans...prompting millions to visit online gambling sites to test their card-playing skills," comScore senior vice-president Jeff Hackett said. Poker Stars continued to lead all other gambling sites in the US in July, attracting 2.4 million visitors with an 8 percent rise from June, although Full Tilt Poker did its best to catch up, recording 2.3 million visitors on the back of a 14 percent rise. The CEO of Playtech, one of the world's leading gambling software providers, has said in an interview that his company is receiving increasing interest from gambling operators in the United States as the country heads toward online gambling regulation. "The timing is not clear but we see a genuine and positive momentum," Mor Weizer said in the interview with Dow Jones Newswires published Thursday. "We see a lot of interest from operators in the US and we are in discussions with various local groups. The US House Financial Services Committee approved in July HR 2267, the Internet Gambling Regulation, Consumer Protection, and Enforcement Act, which if passed by Congress would effectively legalize online gaming, overturning a 2006 law that banned gambling sites from accepting money from Americans. The committee's decision sparked a rise in shares of the Playtech games provider, and other gambling companies, in the anticipation that they would all benefit once legalization is completed. Weizer predicted in the Dow Jones interview that Playtech would benefit from its position as a software company, saying that it could form partnerships with local gambling operators. "Local operators will dominate," he told the news agency. "The fact that we are a business to business company means we have a different approach to operators, we will not compete with them," he said. Weizer added that it was difficult to predict when the reforms would be completed, but said the company was in a good position to take advantage of the regulation when it finally goes ahead.
