Baccarat has been around for while and has a reputation of being a popular card game amongst the high rollers. However, today players who are minding their budget enjoy Baccarat even more. The rules of the game are easy to follow and straightforward. In no time you'll find yourself a wiz at the game. The object of the game is to make a call on the banker's hand or the players hand if you foresee a win, or if the game results in a draw. By adding the value of each individual card that the hand holds, the sum together will give you the value of the total hand. The royal face cards and number 10 cards always count as zero. All other numerical cards are counted by its number value. The next step is to sum the total amount at hand and only the last digit is used. Baccarat hands are always valued from 0-9, so the hand with the higher value wins. The game results in a tie if the hands have the same value. At first, the banker and the dealer are dealt two cards. If the two cards total 8 or 9, the hand is called a natural and at that point the game will end. However, using the "third Card rules" of standard Baccarat will determine if a third and final card should be dealt. Winning bets are paid at 1 to 1 odds on a player's hand. There is a 5% commission charge on winnings as a result of a bet on the banker; making the odds on banker bets 0.95 to 1.On a tie bet a winning wager is paid at an 8 to 1 odds. However, if the game ends in a tie, bets made on the banker or player are given back.
Uganda's strides to save the remaining 650 mountain gorillas on the planet have caught the attention of Lloyd's of London who has taken an interest in the matter. On behalf of Lloyd's of London, a $20 million guaranteed lottery jackpot has been offered in attempt to save the gorillas. Wildlife Win, is a for- profit company that works towards saving endangered species and is mindful of conservation worldwide. The Nkuringos, a newly accustomed family living in the Bwindi Impenetrable National Park and home to half of the remaining mountain gorillas worldwide, is one of the Gorilla species that will benefit from this special lottery. The special lottery has also allotted some of the proceeds towards the purchasing of a designated section of open grassland that is estimated to be around 12 miles long and 350 meters wide. The gorillas apparently wonder from Bwindi while looking for food and are exposed to human diseases and poaching. This land will hopefully work as a buffer zone in an attempt to contain the gorillas in a specified area. Steve Quantrill , the CEO of Wildlife Wins say's , We are talking about an animal that shares 97% of our DNA and whose tragic demise is entirely preventable. The project is estimated to cost $500,000.

Last week, the Legislative Council passed a bill that bans all offshore gambling. The bill is to be implemented on May 31, which is the starting day of the World Cup Finals. Stanley Ho, a Macau gambling mogul who runs the gambling operator at Sociedade de Jogos de Macau and the Macau Jockey Club, spoke out against the SAR government after learning about the new bill, saying, "a big organization {SAR} is now bullying a small one." However, any bets made with unauthorized gambling operators offshore or within the territory, either by internet or other devices will be subject to criminal charges and will have to pay the consequences of a large fine, under the Gambling ordinance. This new bill is worrying many companies and organizations, putting them at stake of loosing a lot of business. Ho said that overseas betting from Hong Kong holds around 60% of SJDM's total telephone bets. Apparently, this bill will have an affect on Macau's gambling interests that rely solely on telephone bets from Hong Kong, as well as credit card centers, banks, and radio and television stations that advertise tips or odds. Also, this new bill will affect print media that promotes unauthorized gambling, overseas gambling operators, and owners of entertainment facilities. A spokesman for the Macau Jockey Club said, "it will seriously threaten our survival. It'll also adversely affect the Macau economy," anticipating a 30% drop in business.
As the World Cup, taking place in South Korea and Japan, approaches, lawmakers decided it would be a good time to implement this bill banning overseas betting on the event that takes place on May 31. Lam Woon-kwong, the Secretary of Home Affairs said, "This should help us to maintain our strict gambling laws and to dispel the illegal gambling trend." Lam added that the bill would also lower the government's loss of revenues to illegal bookmakers. Under the bill, Hong Kong citizens would be banned from making bets with offshore operators - via the Internet or telephones. In any case, betting on the World Cup in Hong Kong is already illegal. However, gambling in lotteries and horse racing are legal and controlled by the Hong Kong Jockey Club.
The Lark Amusement Corp. was charged last week with illegal gambling activities after authorities found a substantial amount of illegal gambling equipment in their position. On Tuesday, a Bristol Tennessee Company handed over $25,000 to the authorities after confessing to being involved in illegal gambling. However, Lark Amusement Corp. faced Judge Phyllis Miller in Criminal Court that same day after pleading guilty to "a single count of aggravated gambling promotion." The Assistant District Attorney General Gene Perrin said, "This is the second time that a corporation was involved in the supply and repair of machines used to promote illegal gambling activities." The Lark Amusement Corp. said that they would pay a $3,000 fine and $25,000 to the Bristol Police as a plea bargain entered by Lark's attorney Robert Ritchie. Lark will also have to dish out another $2,000 to the County Prosecutor's Office to take care of the costly investigation.
The issue of legalizing casino gambling may have been evoked by a proposed plan to build a "Foxwood-style" resort and casino in southern Maine by two Maine Indian Tribes. Last week residents of York, Maine took to the voting booths on the matter of whether to legalize casino gambling in Southern Maine. Residents evidently dismissed the idea after an official election on Saturday resulted in 3,057 votes against the legalization and 767 in favor of legalizing casino gambling. Residents of Berwick had already been polled on the issue and they too tallied against the legalization resulting in a 302-172 count. The polling is expected to continue in other towns such as Eliot, North Berwick, Wells and Kittery.
The House discarded a plan that would of extended casinos operations on Indian reservations after Wednesday's upshot resulted in a 28- 25 vote. The bill supported and advocated by Governor Jane Hull and 17 Arizona tribes, would have permitted more slot machines and "Las Vegas" style blackjack to be introduced by the tribes. The plan would have allowed the state full authorization to supervise the project and would have benefited from an 8% of the gross revenues offered. Wednesday's decision may have been motivated by horse and dog racetrack officials who were against it from the get go, which angered the governor, and resulted in a rally of support for the bill. The fact of the matter is that frustrated officials fear that an expansion of Indian Casinos may take away from their obtaining slot machines for themselves. Hull said, " this bill wasn't defeated, it was mugged by track lobbyists who want casino gaming to spread off reservations." The governor continued by saying, " it was a sound policy for the future of Arizona. I trust the people to make the right decision at the ballot in November." As hinted, the issue may find its way back into voters hands in the Fall.

Israel introduces plans for the worlds first airborne casino this week. Ephraim Sneh, Israel's Transportation Minister officiated and approved the novel plan. The airborne casino is expected to take off from Ben-Gurion International Airport three times a day. The free ride is about four hours long, giving passengers enough time to enjoy an array of slot machines and roulette wheels while flying outside the Israeli airspace. The airborne casino is expected to seat 230 passengers on a transformed Boeing 747 jet. Israeli Aircraft Industries are awaiting the arrival of an Icelandic Air Atlanta jet next month, hoping to start revamping the jet as soon as possible. However, anti-gambling advocates, including General Elyakim Rubinstein voiced criticism of the airborne casino proposal saying, the decision of the Transportation Ministry is questionable. Gambling is not legal in Israel. We use all means to prevent gambling and the accompanying criminal developments. On the other hand, the transportation minister argues on the fact that there should be no objection to such a plan saying it will bring more than $50 million {250 million shekels} of work to the IAI each year. In the interim, sound reports say that there is an obligatory requirement attached. The planes operators would have to deposit their income in Israeli banks and pay taxes to the Israeli authorities. The first flight is expected to take-off in early next year.
