Before New Jersey has even officially launched its public online casino sites, State Senator Raymond Lesniak (D-Union) announced on Thursday his proposed legislation to allow international online gambling providers to set up bases in New Jersey, while accepting only bets from overseas gamblers. The foreign companies would be subject to New Jersey's strict licenses and taxes, lending them added credibility and legitimacy. "I didn't come up with this proposal," Senator Lesniak stated. "Gaming companies did themselves because they want to come here." He added that talks between New Jersey and these foreign companies have been going on for over two months already. Roger Gros, the publisher of Global Gaming Business magazine, said that Lesniak's proposed legislation is "right on the money," because international companies would love to establish bases in the United States, because the USA comes with the reputation of legitimacy. Under the new proposal, New Jersey's Division of Gaming Enforcement would be able to grant licensing to foreign companies that are located in the state, but which do not necessary have any connections with Atlantic City. The companies would only be allowed to offer their site to the populations they already serve. The benefit to New Jersey would be a 15% tax on all winnings, which is the same tax that state internet sites must pay. New Jersey would also get payments into a fund for the state's horse racing industry, which is estimated to reach approximately $20 million annually.

The EGBA (European Gaming & Betting Association) European Commission launched formal infringement proceedings against the online gambling legislation of 6 EGBA member states, along with the issue of two 'reasoned opinions' against Sweden for failing to comply with EU law. The states in question are Belgium, Cyprus, Lithuania, Poland, Romania and the Czech Republic. The commission's actions are meant to ensure compliance of the member states' national regulatory frameworks for gambling services with the fundamental freedoms of the Treaty on the Functioning of the EU. This is followed by repeated calls from the European Parliament with the most recent one being in the June 2013 report 'Online Gambling in the Internal Market'. The commission was called to monitor and enforce compliance of national laws and practices with EU law, launching infringements against those member states which seem to be breaching the EU law. A Significant Step Speaking about the move, Secretary General of EGBA Maarten Haiejr said: "Today's decision by the Commission is highly significant as it will bring further legal clarity to the online gambling market in the EU ... EGBA urges member states to use this opportunity to put in place effective, commercially viable gambling legislation which takes into account the CJEU requirements and to avoid the need for litigation at the court of justice." Will this guarded show of force by EGBA put in motion a true standardization process in all that has to do with EU gambling legislation? Time will tell, but this is very possible.
