Gibraltar will host Europe’s first summit dedicated to prediction markets on 9th to 10th November 2026. The event follows the territory’s launch of a world-first regulatory framework for an industry that European authorities haven’t yet figured out.
Gibraltar is about to become Europe’s meeting point for one of the fastest-moving hubs of the internet gambling economy. The nation’s Minister for Justice, Trade and Industry, Nigel Feetham KC MP, will give the opening address at Prediction Markets Summit Europe when the two-day event lands on the Rock this November.
The timing for this event is perfect as Gibraltar’s Prediction Market Regulations 2026 came into force on 13 July. As such the summit will have something many industry events lack, which is a live regulatory system to examine rather than a room full of theories. That alone should make the discussions much more interesting and productive.
Prediction markets allow individuals to trade contracts based on whether a future event will happen, from election results, to sporting outcomes, or even major economic decisions. However, as simple as it sounds, teething problems arise when authorities try to decide whether those contracts are bets, financial instruments, or an entirely different product.
Thankfully, Gibraltar decided to make a move instead of waiting for Europe to eventually agree on an answer. Its new rules create a separate category for prediction-market activity instead of automatically treating it as betting, gaming, or a lottery. Certainly, it is a bold move, but hardly a blind gamble as some industry insiders may assume. The territory already has decades of experience supervising gaming and financial-services businesses.
In a press briefing, Feetham summed up that confidence when he said Gibraltar has “always been prepared to act where others hesitate.” He also described the government’s approach as “quality over numbers.” So, essentially, the aim is not to collect licenses for the sake of it, Gibraltar wants credible operators that can strengthen what it has already built for decades.
Organized by Eventus International, the summit will bring together everyone from regulators to platform operators, investors, financial institutions, lawyers, compliance specialists, and even technology providers. It all adds up as prediction markets is a niche activity where gambling, finance, blockchain, data, and public policy keep rubbing shoulders.
The program will cover European regulatory classification, cross-border licensing, dispute resolution, market integrity, institutional participation, and the effect of the EU’s Markets in Crypto-Assets framework. Blockchain and artificial intelligence are also at forefront of the discussion as both technologies increasingly shape how contracts are created, monitored, traded, and settled.
Gibraltar’s framework puts market integrity, participant protection, transparency, financial-crime prevention, and operational resilience at the focal point of licensing. Thus, operators must watch for manipulation, insider trading, wash trading, and conflicts of interest. The regulator can also restrict contracts involving crime, death, terrorism, war, or outcomes that cannot be settled objectively.
As such, come November, attendees will not simply be asking what prediction-market regulation might look like one day. They’ll be able to question a jurisdiction already trying it, challenge the weak points, and see which parts could work elsewhere.
From the look of things, Gibraltar wants to cement its position as the territory that moved first without throwing standards overboard. Whether other European jurisdictions follow remains to be seen. But this November, the industry’s attention will be fixed on the Rock.
